You can download the itinerary of a draft or a pending trip, but only booked trip itineraries are final. Itineraries that are not booked will include a watermark of either "DRAFT" or "PENDING APPROVAL" to make it clear. Draft trips also will not include any e-ticket or hotel confirmation numbers.
